Eligibility Based on Assistance Programs
You may also qualify for Lifeline if you or someone in your household participates in one or more of the following federal assistance programs:

Tribal Assistance Program Eligibility
If you live on Tribal lands, you may qualify for enhanced Lifeline benefits if your household income is at or below 135% of the Federal Poverty Guidelines, or if you participate in:
- Any federal assistance program listed above
- Bureau of Indian Affairs General Assistance
- Head Start (income-qualified households)
- Tribal Temporary Assistance for Needy Families (Tribal TANF)
- Food Distribution Program on Indian Reservations
Documentation of Tribal land residency and program participation may be required.
Survivor Eligibility (Safe Connections Act)
The Safe Connections Act (SCA) supports survivors of domestic violence, human trafficking, and related crimes. Under this program, survivors experiencing financial hardship may qualify for emergency Lifeline support for up to 6 months.
Privacy protections apply to all survivor applications. Eligibility paths include:
- Household income at or below 200% of Federal Poverty Guidelines
- Enrollment in WIC
- Free or Reduced-Price School Lunch or Breakfast Program
- Receipt of a Federal Pell Grant in the current award year
